We've looked at one of the offerings from System76 in the past , and this author is very happy with Dell's XPS 13 Developer Edition laptop . There are desktop systems available that go as low as $99. These less expensive machines have weaker processors, less RAM, and less storage. This is OK though, as Linux arguably runs better on fewer resources than Windows. The lower-end systems are likely to be the "mini-PC" form factor that's compact, but limits expansion.
Your friend will need to get the first from their home state, but you can buy them a Linux frame from CafePress. If you want as free a laptop as you can get, check out Purism's Librem 13 or 15. These come with practical, open-source firmware, such as the Coreboot SeaBIOS, and hardware. The entry-level Librem 13 with an Intel Core i7 7500U, 8GBs of RAM, and 250GBs of SSD lists for $1,399. If your friend or relation is serious about "all open-source, all the way," these are the machines for them. I haven't tried the latest and greatest Dell XPS 13 Developer Edition, which runs Ubuntu Linux.
